Migas has multilanguage support, for now only english, spanish, italian and french are supported, more languages can be easily implemented changing one file! Even if your webhost does not provide you smtp or sendmail service this cms will let your users activate a new account with no mail needed and comunicate with you saving internal messages in the database.
